This guide assists owners, operators, and managers of small airports as they navigate their responsibilities in safety, security, finances, contracts, noise impacts, maintenance, community relations, and federal or state obligations. Building off the first edition of this guide, this document provides additional information on new policies, guidance, research, and challenges that have emerged in the intervening years. Seven chapters comprise the guide, with chapters 3 to 7 each addressing a specific element of small airport management. Their topics include: business, operations, asset management, communication, and commercial service.

Nevada's TAMP describes NDOT's investment strategy for the maintenance of their bridge, pavement, and ITS assets. It meets the federal requirements of MAP-21 and the FAST Act while also creating accountability for future asset maintenance.

This synthesis report provides an overview of the purpose, use, and application of performance measures, service evaluation standards, and data collection methods at North American transit agencies. The report addresses the service evaluation process, from the selection of appropriate metrics through development of service evaluation standards and data collection and analysis to the identification of actions to improve service and implementation."

This report includes a handbook that helps airports understand the need to address climate change and demonstrates how climate change can be factored into their decision-making processes. The handbook includes a self-assessment tool for determining applicable management systems for climate-related decision-making within the airport, a detailed guide for integrating climate risks into seven key management systems, and strategies for building support across the airport. The seven management systems include the following: strategic planning, master planning, enterprise risk management, safety management, capital planning, asset management, and emergency management.

TRB's Airport Cooperative Research Program (ACRP) Web-Only Document 37: Research Roadmap in the Area of Airport Operations and Maintenance outlines the key research gaps and areas of interest for airports in the field of operations and maintenance (O&M) over the next five years. Based on the result of the outreach and literature review, forty-two research ideas were generated and categorized into nine high-level themes.

The objective of this research is to develop guidance coupled with one or more prototypical, analytical model(s) to support life-cycle planning and decision-making that applies life-cycle cost analysis as a component of a system-wide transportation asset management program. This guidance and associated analytical model(s) will apply quantitative asset-level, project-level, and network-level inputs to demonstrate methods for calculating life-cycle costs associated with alternative scenarios while taking into account preservation, rehabilitation, replacement, maintenance, and potential risk mitigation actions on a range of highway assets.  

This report provides guidance on the collection, use, maintenance, and application of pavement condition data at airports. Such data include conditions that are visually observed as well as those that are obtained by mechanical measurement or other means. Visually observed distresses on a pavement surface (such as cracking, rutting, patching, and spalling) are widely used and accepted as indicators of pavement performance.

This report presents guidance for state departments of transportation (DOTs) and other agencies conducting financial analyses and developing financial plans to support efficient and effective management of the agency’s transportation assets.

This report serves as a reference guide and introduces common performance metrics for airport infrastructure and operational planning. The reference guide includes information on how to interpret performance metrics that can be used for analysis among airports, airlines, and air traffic control.

This synthesis report summarizes what data state departments of transportation (DOTs) and metropolitan planning organizations (MPOs) are using and how they are measuring transportation performance. This report synthesizes current knowledge and practice about data management to help transportation organizations learn about effective practices. The report also identifies future research needs.

This report presents approaches for monitoring the performance of snow and ice control activities by public agencies and proposes a core set of performance measures that can be customized and used by agencies to meet their snow and ice control objectives.

This report provides an introduction and scalable guidance for state transportation agencies on how to implement risk-based geotechnical asset management into current asset management plans. Volume 1, Research Overview, details the scope, process, and findings of the study.
