System PerformanceReliability is an increasingly important measure for transit performance as transit must compete with other mobility service providers. In this guide, public transit agencies and and other stakeholders are instructed on the value of measuring reliability and how to address the reliability issues for several different environments. The guide examples focus on fixed-route bus service, as it is the most common mode of transit in the US and globally, but the methodology may be applied to other modes as well. It presents the three key components of reliability: short wait times, on-time arrivals, and consistent travel times. Three perspectives are also addressed in the guide; these are customer, agency, and operator perspectives.

System PerformanceThis paper describes how performance measures may be used to engage stakeholders and increase their involvement to find solutions for a transportation asset or program. The authors identify the FHWA's PlanWorks decision tool as a relevant method for capturing performance measures to share with the community when setting the project scope, establishing measures, and identifying solutions. Through their case study, the researchers found that performance measures gave the public a way to connect the project with their goals for the community that resulted in financially feasible and locally supported candidate projects for improvement.

Texas's current long range plan expands on the work in the Texas Transportation Plan (TTP) 2040 and extends the planning and guidance to 2050. Through collaboration with organizations ranging from local communities and private companies to metropolitan planning organizations and transit officials. It is multimodal, covering bicycle, pedestrian, public transit, aviation, ferries, and passenger rail as well as highway and freight. Texas even distinguishes the needs of their rural transportation network with a specific section in the 2050 plan.
